Flash.ocx problem in window XP

When am trying to install my window application on windows XP it gives following error:-

Flash.ocx failed to register.Contact your support personnel.

What I have tried:

I have reinstall the flash player in XP. My application is working fine on window 10 but it gives error in XP SP3.

Ummm.... Windows XP is dead and so is Flash. My question is why???

But Sir, in some sectors like Government sector Windows XP still used. There is definitely a way to solve it out.
