Solution 1

This is not about API. A computer is not a device to send SMS. To send SMS from any computer, you would need an SMS Gateway: https://en.wikipedia.org/wiki/SMS_gateway[^].

Generally, this is commercial service for a fee. I heard that some provide free service on some condition, but you have to find such service yourself.
