I am looking for a web framework (CMS ?) which I could use/customize to allow people to create an account, loggin, answer questions in a form, change their minds until a deadline.
The answers to the questions should be easily retrieved. A bit like Google forms, with the added ability to log and change the answers. Since this is for, let'S say a charity to keep things simple, it should not be too expensive (or free !).

I have a bit of experience with web sites, however never did anything requiring a registration. As you might have understand, I am starting from scratch and have no clue where to begin with.

Any idea what I could be using (either as a service, or as something I'd implement myself) ?

What about Joomla - all you need is a hosting computer...which you can get for $5/month...

I have already heard about it - not always in good terms, because it seems the hell of a maintenance work. But if it fits, I may have it a go.

You have also Drupal (free) and (for money) Sitefinity from Telerik...(and not to mention WordPress)...
To initially configure a CMS is always a lot of work, but from there it should be easy...
