Nobody will create a sample application for you.

have a look at serial ports (e.g. this Article Serial Comms in C# for Beginners[^])

And search the technical document for your GSM Modem from the manufacturer or take a look at some AT command lists:
- Wikipedia - Hayes command set[^]
- AT Commands Reference Guide[^]
- Or search for it yourself[^]

Hint: Take a look at the "ATD" command. If you encounter any specific problems while creating your application feel free to ask them here.
