Who is working on the file that is shared on network ?

The company have a small network that has 50 computers and technical drawing are used on a server .The problem is sometimes people have to edit drawings that is opened on another computer but cant be edit because its been using on someone's computer. .Usually people mail the situtaion to find out the computer name that has been opened this drawing..

I wanna make a small app on VB.NET to find out who is working on this file..

1 Textbox (For drawing name ..as 110720.pdf)
1 Command Button

Can anyone help me ?Thanks

Who's working on the file is by default shown in Windows when you are trying to open a shared file. It will show up with Domain\username.

Thank you Mehdi Gholam but that didnt relly helped me..What i want is making a small app on vb.net to find who is locking the file..I appricate if you can help me on this.
