Problems while encrypting Config file

Basically, I was just trying to encrypt the config file according to this article

Encrypting the app.config File for Windows Forms Applications[^]

So, the problem is, NOTHING HAPPENS! I spent hours debugging the code and researched many of similar articles but all in vain. But all the attempts were made from inside the IDE. Later when I ran the executable directly, it worked.
So I just wanted to know WHAT IS THE PROBLEM??

Note:- I am using VB.NET 2010 with .NET framework 3.0

Solution 1

Don't post this under Questions & Answers - if you got the code from an article, then there is a "new message" button at the bottom of that article, which causes an email to be sent to the author. They are then alerted that you wish to speak to them.
Posting this here relies on them "dropping by" and realising it is for them.
