Problem open or creating an access database

When trying to create an Access database (clicking on blank desktop database) i receive the following error.

Problem occurred while Microsoft Access was communicating with the OLE server or Active X control.

What I have tried:

Have not found any good answers.

Open Access and attempt an "Import" of this database you're having troubles opening. Simply tab to "External Data", pick "New Data Source" then choose "From Database" ... "Access" ... and browse to the trouble location. If you get an error then post extactly what the error's text says here.

Everything on the ribbon is greyed out. I cannot open an existing database or create a new one.

Have you tried running Access as administrator?

I belive the commands are greyed out because there is no file open to import data to.
