In sql let table has no of columns as your form1 has.Now, when you click on form 2 put the data in table's respective column and display to form 1. Actually this is what is reuired in MVC. I can understand that for one who begin with mvc it very difficult to get value of multiple control on Controls. So i suggest you to please undergo below article (or google in case you don't find them sufficient about MVC) to get a base to work on MVC:

See, for 1st gridview, the data will come only if there are some record having status other than Repaired. So you can add a check on that.

But here you saying if "if all are repaired then 1sr gridview will not appear only second gridview wil appear .
