The basic documentation of today is no worse than the book that came with an IBM PC 35 years ago. All it gave you was the command and basic usage of it. It was up to the programmer to string commands and variables together to get the final output.
There really is no way for any language reference to know what combination you have come up with; much less how to change it.
And I will agree that anyone can publish something on how they think things should get done. And a lot of times it is junk.

I would start with troubleshooting the stored procedure first, and see if that is working as expected.
And don't forget.... ID is now an integer

It looks that you have it as a string in C# and a varchar in SQL, so it should be OK

Yes.
You are going to need to change the C# code as that parameter will now be an INT instead of a string.
Changes I would do:
1. Rename the ID to something a little more intuitive; such as AddPinRequestID
2. Move that IDentity field to be the first column in the table
3. Rename the Transaction and Filename fields, they are "reserved" words"
4. Pass in a 0 from C# to the ID field
5. Set the @ID field to have a default value of -1 in the declaration state
6. Set the @ID filed to -2 BEFORE the INSERT occurs
7. Keep the SET @ID at the end

I generally would put the ID at the beginning of the table DDL; and I probably would change the name to be a little more specific, something like AddPinRequestID.

When you debug this, are your classes populating properly when de-serialized?

There is an important detail missing from your question: Where is the JSON coming from? Is it from an AJAX request? Or is it coming from a request being made server-side? Or is content from a file?

If you don't have a base URL then the browser wont know what domain to look for /API/

When was the last time you went to a website where the URL did not start with a base URL such as HTTPs://www.domain.com/?
