That depends entirely on your VPN server. Contact the manufacturer of that and you might get somewhere. There isn't really a "standard" way of doing this.

You cannot. You have to share the executable file for the winform application with everyone who wants to use it.The only alternate approach would be using a share over VPN for e.g. Citrix which can help you use an exe in a central location.

You have to configure port forwarding on the router that connects your local LAN to the WAN (internet). For L2TP that are the UDP ports 500 and 1701 with IP protocol 50 (ESP) and for PPTP the TCP port 1723 with IP protocol 47 (GRE). How to do that depends on the router. See the router manual...
