You are using IE 6 ?!?! There's your problem. You should have upgraded long ago, IE6 is unsupported AFAIK. However, the Explorer View in SharePoint is implemented as an ActiveX control so you should look at those settings in IE.

Can you verify your connection string is correct, also make sure before calling ExecuteReader you open the DB connection.
