Programatically send file from PC to mobile via blueetooth using windows API

Hi,
I'm developing a C program to search for bluetooth devices from my PC (using Windows 7). The application can see the closer devices and print the services of them. My question is: Is it possible to send a file from my PC to an Android mobile using the windows 32 API and without installing any external package or tool? I have seen some code for .NET but nothing implemented in C
