CReating a blank web service and using files of another web service

I have source code of one web service. All the below files are there. I dont have SVC file so i cant debug the web service.

App_Data
App_WebReferences
Bin
log
Global.asax
NADAService.asmx
Web.config

I am thinking to create a blank web service and use all the files. Is it possible? Can any one tell me the steps please?
