I have my webpage ready and I use Mozilla Firefox as my browser. I just want to add a box that tells the user to input their email id, a comment box (2 - 3 lines big) and at last a button that submits their comment on the webpage.
Can I do this?

As an exercise for learning HTML, you may do that. Read this
Beginner's Guide to HTML5 & CSS3 - Formidable Forms with HTML5[^]
But not for real world project, as you are missing the server side technologies.
If you are a beginner to web development, you could start by learning HTML5/CSS3 from these articles[^].
