How to create rotating control or map phone rotation?

I would like to create a WP app with round shaped control which I could rotate and use as steering wheel. It should return the value of degrees which it turned and after releasing return to center position. Also I would like to read phone rotation in degrees and map it to variable and the steering wheel control. Is that possible? I don't expect the full code just looking for some guidance. Thanks
