Hi Richard MacCutchan

if you have more clear answer or step by step for the development or any other useful links related to this then tell me.

You are expected to do your own research. No one is going to give you a ready made solution, and your question is far too broad for a quick answers forum.
Did you find solution for reading epub files from WEB SITES and Highlighting important lines or words ?

This link will help you to develop.

I think if you include the following features to your epub reader app it will be most power full.

1)support for the popular languages like ENGLISH, ARABIC ,CHINES, FRUNCH...(Because the all available epub reading apps in windows phone store have only "English" support)

2)Quick text search ( A feature for helping the user to search a word or text in the opened e-book or in all e-books stored in library)

3)Importing e-books(epub) form the folder named "ebooks" in SD CARD, and form SKY DRIVE, or from WEB SITES.

4)Bookmarking the read part for next time.

5)Highlighting important lines or words and an option to write foot notes (optional)

6)Selecting line or word segment and an option to take a copy of this selected line/words (As in MS WORD ).

If you program a epub reader app with these features and facilities ,
i think that will be a powerful e-book app in windows phone store than
any apps currently available in the store .
plees inform me into my email ID or in my Facebook page []
if you are succeeded with your project. And pls send me a copy of your great app.

- THANK YOU-
