Membership of CodeProject is completely free: in the nearly 14 years I have been here, I have never once been asked for money, or credit card details - and I don't expect to either!

To the best of my knowledge there is no "premium membership" - there are rewards you can get (like file storage, editing questions, and in extreme cases deleting things) but these are not available for money. Instead you "earn them" by participating in the site, and helping others when they are stuck.
Just be polite, don't post spam, and don't do other peoples homework for them! :D
