How to send mass emails using mysql details based on certain criteria?

I need to send mass emails to my website members easily based on specific criteria in the MySQL database. This is required for the multivendor e-commerce website (I built it with PHP). I am using Hostinger as a hosting provider.

For example: I need to send emails to all members who would like to buy the same type of product (let's say Dior perfumes) informing them, who (which vendors) are selling these perfumes or if there are some newly registered vendors with similar products. So, it would be nice to send these newsletter emails at regular intervals.

What I have tried:

I am confused, about which tools/technics/programming language can be used for this task. I'm a beginner, so would appreciate any kind of information you can provide. I need to know, where to start my research...

You can't:

Sending newsletters is allowed as long as you stay within our email limits, whether you're using Hostinger Email or Titan Email. However, no mass mailers/spammers are allowed according to our Terms of Service.

If you break the T&C's, it will be spotted very quickly, and your email service shut down.

Even if you could (without being shut down ASAP) the best language is sim0ple: the one you know that works in your environment.
All of the web enabled backend languages support email sending, but how they do it depends on the language / framework involved.
