I want to create a webpage in that webpage in that I need folder locking system using HTML, CSS and .NET

I got a project from my teacher as a final year project she give me a requirement and raw materials.

her requirement's :-

she need a webpage and that webpage must contain drop box or browse a folder for choosing the folder and after when you click on upload button another page must a appear on the same page and that page should contain password, conform password, email, cancel and download.

the process is we have to upload a folder and then click on upload button the it should redirect to the another page that page contains password and conform password to lock the folder and email it is to send the password to the email, cancel button is to cancel the hole process and at last download button to download folder if password, conform password and email are required to lock the folder

Raw materials:-
1) HTML
2) CSS
3) .NET(DOTNET).

What I have tried:

I have made a front end part and back end part is incomplete
