Fill listview with checkboxes based on another listview checked item

I am using visual studio 2017, sql server 2016
I need to fill listview2(Containing Sub Departments) with checkboxes, based on another listview1 checked items & when I select an item in listview1 its all sub departments from Sql server database should be filled in listview2 & when i deselect/uncheck item the same should be removed only (sub departments)
