How do I include my devops library into my VS publish process?

Hi all, I need to publish my web app via Visual Studio to Azure (App Services). That worked fine. But now I also need to be able to read the variables defined in my "Library" in Azure Devops.
Can I just include that in the publishing somehow?
And how can I access in my C# code afterwards?

Thank you very much in advance!

What I have tried:

Searching for this online, but no article was related to this at all.
checking through all settings of the VS publishing function.
