Creating kubernetes HPA based on gcppubsub undelivered messgaes

I am trying to create a Kubernetes HPA based on pubsub topics

After creating the HPA based on our project, I am getting the below error.

unable to fetch metrics from external metrics API: the server could not find the descriptor for metric pubsub.googleapis.com/subscription/num_undelivered_messages: googleapi: Error 403: Permission monitoring.metricDescriptors.get denied

Is it possible to create HPA based on external metrics?
