Send MS publisher document from SMTP (ASP.NET)

I know how to send SMTP emails, but how can I convert a Microsoft Publisher document to HTML and then send it as an email, like you can in the Publisher app?

What I have tried:

Converting it manually, but I want it to be automated.

There is two problems:
1) That is Microsoft Word, not Publisher
2) I want to link to a file, not have the user upload one.
