I'm new here and into EMAIL programming. Anyone to help me with BEST IDE.

What I have tried:

Can I use PHP? If you have easier IDE or any programming language, I would be glad to try.

Please clarify.... are you looking for a full email server (POP3 + SMTP + IMAIL) with all the bells and whistles (calendars, etc) OR are you trying to write a webpage to access those types of services?

There is so much involved with writing an email service I'm not really sure what you wanted anyone here to tell you. As far as IDEs, go with the one you know the most.

The way the question is worded, you have same chances to fulfill the project if you had asked: I did directions to start building a space shuttle in my backyard, on budget.
Those services are incredibly complicated, they have required hundreds of years of seasoned engineers/programmers. If there is not thousands of such services, there are reasons.
Advice: Redefine your project, list functionalities you want, study each of them, try to find open source projects, play with them, have a look a source code.

This isn't just about coding. It's about the infrastructure as well. You'll need actual servers to host such a thing.

This certainly isn't something for a lone programmer. Besides, why would you even want to make one?
