How I fix this problem in paypal "we’re sorry. We were unable to set up pre-approved payments. Please try again later"

I need help with this error message. I'm new in this Paypal integration I just want to know what is the possible cause of this error.

P.S. I'm not the one who integrates this to our website but my senior developer is already resigned and I am the one who will take over this system.

What I have tried:

I already search for this problem and follow some instruction but it didn't fix this error. Advance thank you for anyone's help.

Well, 1) you don't post any code particularly about how the call is set up (you could modify your question rather than re-post), and 2) I think you'd be better trying PayPal first

I'm not sure how we can help - there must be trace information logged in addition to the request that gave the error, why dont you ask Paypal - btw, their error message as you quote seems to imply the condition is temporary, or at least, that's how I read it

Never, ever, accept code from a insecure website to handle anything to do with real money.
You do not know who is giving you the code, you do not know what it does, you do not know that it places the monies correctly into the appropriate account, without passing the details to any third parties.

Only get such code from paypal themselves - the scope for fraud otherwise is far too large. And remember, you personally could be liable for any monies lost if your action is seen to be negligent - which getting your code from a public forum would most certainly be!

Contact them: they are used to it, and pretty helpful - remember they don;t get paid until your code is working, and it is definitely in their interest that you do it right!

Short answer: There is only 1 place where you can have reliable answer, ask PayPal support service.
