Oracle 11g EM error 503 service unavailable

oracle EM on Microsoft windows server 2016 64 bit til now worked noramlly but now this error has been show:
503 service unavailable

What I have tried:

in em_application.log this error printed:
Service is not initialized correctly. OMS version 10.2.0.4.2 is not compatible with repository version 10.2.0.4.3.
