ORA-12528: TNS listener : all appropriate instances are blocking new connection


I tried stopping the LISTENER


LSNRCTL> stop


ERROR MESSAGE

Connecting to (DESCRIPTION..............)

TNS-01190 : The user is not authorized to execute the requested listener command.

I had wanted to 'STOP' and 'START' the listener.


How do I overcome this issue,

If you don't understand an error message, google it.
That should take you pretty much directly to here: Oracle Database Error: TNS-01190 - The user is not authorized to execute the requested listener command[^]
Which says:

Most of the listener administrative commands are only intended to be issued by privileged users, for example DBAs or system administrators. If the listener password is not set, then the listener only accepts administrative requests from LSNRCTL running with the same OS credentials, or running as a local administrator (also referred to as super user).
You are trying to execute an ADMIN function as a user which does not have sufficient permissions. Either run under a different user, or add the required permissions to the account you are using.

login as sysdba
Most likely you're not logged in as an administrator on the OS level. Try using the same account when logging into the operating system which you used when installing the Oracle.
