I need to rewrite the URL and redirect to another domain without changes the address in the address bar in iis

The only way to load a different site and keep the url the same is to have an iframe or to have a div where you dump the html from the other site in. In other words, you shouldn't even try to do something like this.

And to be clear, the address bar is in the browser, not in IIS like your question asks. So, if we have misunderstood, let us know.
