Unable to run sequential targets in deployment groups on team foundation server

I have a standalone TFS server machine version Tfs2018.Update3.RC that has recently been migrated to another physical machine.
I also have several remote test servers that I deploy selenium tests to via the Release Pipeline with Deployment Groups and remote agents installed on each of the remote machines

What I have tried:

Before the TFS server move, I was able to run up to 5 releases at a time, but since the move, I am able to only run one at a time. It seems to be deploying them sequentially instead of in parallel?
My Release pipelines says that I have 5 Unlimited definitions to use, but I am thinking that it is only using one, the other 4 being with the Visual Studio Enterprise licenses that we have
