C#. How to capture RTSP H264(H265) from camera like image (jpeg or bmp)?

I need to recognize images from camera
10-20 images per second
Is there any free API or solution to capture image?

What I have tried:

Afforge SDK cannot load rtsp and hikvision sdk return only 1-2 images pers second

Are you using an old Hikvision camera or DVR ? these had a non-standard H264 implementation, but the correct (old) SDK should work. Also older models did not give a standard stream, but a TS (transport stream).
