I know people has asked this plenty of time but i can't find an answer. but how does a person execute it. I downloaded the package, then installed it, but there is no menu option to run this program, does it run by itself or does it run under another program. How does one go about starting this program.

To the non psychics out there the package is "Basic Skin Creator for DNN" that is stored on this site, find it if you can, download it, install it, then try and use it.

For starters, it would help if you would indicate what the "package" is. We're developers, not psychics.

The Basic Skin Creator Package creates a folder called "R2B2" under the Program Files (x86) folder.
in this folder is another folder called "Basic Skin Creator"
in this folder is the executable called "SkinCreator.exe"

If you found it on this site then it is (I presume) part of a CodeProject article. In which case, post your message in the forum at the end of the article so the author of the article (and creator of the package) can help you.
