Solution 1

You can do that by using javascript. Just show/hide DIV based on mouse events, that's all.

Solution 2

Sure you could do it, but please listen to a big warning: that can drive many users crazy. I would not use again the site with such unexpected, impractical and annoying behavior. Don't do it.
