Web UI for java application

Please l need help. I want to create a desktop app that users can interact with using a browser.
Just like how Xampp or Nessus works.
When user downloads and installs the app, user types the given url on the browser to run and operate the app.

What I have tried:

I have heard about GWT and apache Pivot. But l don't know if it can be used to achieve what l want.

Browsers will not run client executables as it could damage the client system.
