How do you intent to fetch it? And where actually from?

Why can't you just ask the user to enter his desired contact number, and then send an SMS to verify. That would be much simpler, and would seem authentic to the users as well. Do not try to access sensitive information.

Windows Runtime doesn't allow that, and to get permissions you need to be a mobile operator — correct me if I am wrong on this one.
