How to add tag to WSDL file?

I want to add <documentation> tag to the WSDL file of the web service I developed and then the content under ‘documentation’ will be displayed to clients as part of the WSDL file. Is there any way to do it in Visual Studio and NetBeans?

What I have tried:

In NetBeans I generated the WSDL file and added the <documentation> tag but I am not able to force the system to use the generated WSDL file.
