Checking for a port availability from server/IP address

How to check for a availability of port When Server address or IP address is given as input by a user. My Research: A custom action should be implemented A custom dialog should be created in Wix which has a editbox and save the text in a property Send the property value to the custom action Write a code to check for the available Ports.

Basically I should install a service on a specific port. My question would be to check for port is free or not through IP. Any suggestions and help is appreciated.

I want a cpp custom action code as i couldn't implement a Csharp code due to upgradation issues. thanks for the suggesstion .
