How Can I Get The Region Location On Bitmap Image

Hello
as you can see in next picture I am working on plate localization , now I want to write vb.net or c# code to locate the blue regions
and then I will create list of images contains all blue regions but from original image ,
just i need from you to help me to locate the blue regions on this images

I'm not allowed to use opencv or any other library outside of visual studio
