I like to know if it possible to create a tab layout like in android phone app
in windows phone 8

It is possible, but you shouldn't. You should adhere to design recommendations for specific platform. Win 8 works on full screens, tiles and easy swap out.

I'd suggest you create charms (up to four on screen) and use them to change screens as you would in tabbed design
