I think you should hire someone who knows how to create this application. If you are not aware of legalities, make sure you get some consultation on that too.

The question makes too little sense to discuss it seriously, but I'll try to give a hint. Solution 1 makes sense. Here is the idea: you gave us next to zero information on what you want to achieve, but even now it doesn't look a very simple problem. Therefore, it can be solved only by a more or less experienced developer or a team. And such developer is not the one who first learned some language and than implemented some solution. No, it's usually a person who knows a good number of languages, and a lot more that that, have some successful projects behind, and so on…
