Wrong question to ask. The right question would be what kind of API zapya offers, do they offer library for the tool you are going to use. And also wrong place to ask

You should ask the developers. However it isn't really that important what was the actual programming language they used. What matters is what is the language enabling you to develop a similar application for your target platform.

What use would it be to know what language it is developed in, if you are to "develop it" for a totally different target?

Instead, look at using a language that the target machine can understand and code your "New" application in that.
I'd suggest that C# or VB would be a good place to start for Windows Mobile.
