@Sean-Ewington I think you should have a look over here, he might have forgotten the link or might not. At least I think a closer look is needed (eventually a wipe if your scrutiny is positive for him / a closer look to other articles).

Yes, but if (as it is in this case) the article mainly consists of things taken from someone else's site it's still plagiarism.
