You can't. It's up to the browser in question. You can send the browser certain special headers to suggest that it caches content, but it's free to ignore this. See here for IIS.

You can now construct your web services using visual tools. The Web Service Software Factory: Modeling Edition (also known as the Service Factory) is an integrated collection of resources designed to help you quickly and consistently build Windows Communications Foundation[^](WCF) and ASMX Web services that adhere to well-known architecture and design patterns. These resources consist of models with code generation in the form of tools integrated with Visual Studio and patterns and architecture topics in the form of written guidance.
The Service Factory contains automation and guidance integrated into Visual Studio 2005 for building services. The core of the automation components is a Web Services domain model. This domain model contains elements such as service contracts, operations, messages, and data contracts. This domain model manifests itself in the form of three integrated domain-specific languages (DSLs) that are used to model services: Service Contract Model, Data Contract Model, and the Host Model.
The community technology preview (CTP) for early adopters of Visual Studio 2008[^] should be available early in the new calendar year.
You can learn more about Service Factory on MSDN[^]. The Service Factory download[^] includes documentation and source code and is now available on codeplex.com.
For more information of interest to developers, check out Microsoft US ISV blog[^].

Not much to go on...
Some pointers:
1. Make sure that you use a proper doctype:
http://www.w3.org/QA/2002/04/valid-dtd-list.html
2. Internet Explorer has a number or rendering bugs. If you make a layout that relies on those, it will not work in any other browser.
Experience is the sum of all the mistakes you have done.

Why do I find this meta tag in a secondary HEAD section
at the bottom of a developed aspx page ?
This prevents me from going into Design view.
|
|
|
|
|
A secondary head is invalid. Maybe it's there by accident or to stop you going into design view.

Lucky for you, most browsers provide little animations while pages are loading, without requiring any additional effort on the part of the developer.
However, if that's really not enough for you, then consider sending a small, semi-transparent DIV element down as the first child of BODY, styled as the size of the viewport, absolute positioned at the center of the viewport, semi-transparent, and containing a small animation. Then, in an onload handler, remove this element thereby allowing access to the rest of your site. Caveat: this will only look right if (1) the wait image is already cached, and (2) the rest of the page takes a very long time to load.
Your time might be better spent learning to make your pages load more quickly.

No. You don't want to do that anyway. Google "cache-control".

Dear all
I created a Data Entry web page (PHP) that has a form with a number of components such as name, mobile , age, etc... (text fields). These data is entered in the database. This page is used by more than one user at a time.
The problem is that some records are entered twice or more in the database. There are some records was entered 15 times and all of them at the same time.
I am sure that my code execute the SQL statment once only.
What could be the problem? Why the script is executed more than one time?
Is it a Thread issue?
Is it a Server issue?
My database is Oracle and the page is in PHP.
