Years ago, here on CPP there used to be a competition to keep your article on the front page so people would down vote other peoples articles so that it yours would move down in popularity and fall from the list. If I remember right it was like a "Most Popular" list on the Home page.

So many people don't take human nature into account.

People also behave in a manner on the internet that they would otherwise not behave in person to person - including myself. I think we are all guilty of this type of behavior online, in one way or another, at some time past, present, future.

That has created a whole new problem where the people who behave rudely on the internet have decided they can behave the same way in real life.

You'll probably remember, CP used to have a special forum for that called the soapbox. They had to stop it due to all the negativity .

Personally, when this happens to me I turn on the TV news. All optimism is wiped away very quickly.

Huge amounts of things are most easily explained when considering that kids now have platforms where they aren't just shoulder-shrugged on account of having zero life experience. They get taken "seriously" when they really at least should be filtered through that lens.
Not dissimilar, Americans (me) also tend to assume Americans on the other end.
The huge differences in social norms sometimes leads to head butting by itself.

I'm with Chill on that - it has the structure of a homework question, and I have to admit when I saw it my immediate thought was just that: "not another lazy student posting his assignment and expecting use to finish it for him!"*
Maybe it is, maybe it isn't. But ... it doesn't ask a question, it just posts an assignment and some code which doesn't appear to try and solve it. I'd say it was closed for good reason.
