Sometimes complaining for the sake of complaining is fun, but not when I'm supposed to read several pages of mostly illogical rants. Overall, it sounds like she needs to start using C++17.
(The funniest part is when she asserts that language X is more logical because, and then shows something completely opaque.)

0) C lost half its popularity and VB became half again as popular in the last year
1) One or more of the 3rd parties Tiobe scrapes data from made a major change to their output again (like what happened to java in their index a bit over a decade ago)
2) Their index is a dumpster fire with no relation to reality.
... I know which one of the three I find far less likely than the other two.
