I thought that's how project planning was done. The customer-facing people promise whatever date the customer insists on, and then the software people have to deliver by that date.

It's just a number representing the number of possible solutions to a well defined but computationally tricky problem.
It's how big kids get to show off their big computers  I thought it was cool how one of the contenders used basic matrix operations and then just lent on the last 10 years of AI development to hotwire his solution.
