It is actually plagiarized. You can see the post in Google Search[^] which points to an article on Ars Technica[^] with the exact same wording as the search, however the page is throwing a 404, not sure why. Anyhow, it is straight out plagiarism.

It's plagiarised spam; he's copied the text, and added a link to his own "software development companies" site.
Unless the original already had that spam link, which might explain why it's been 404ed.
