Though I see others approve of the article.
My question is, how do I make that call? Whether to approve or report in such cases?

In this case you have two links at the end.
1) To the "next entry" in the blog added by the Author
2) The one to the current blog entry added automatically when imported
This situation is always a bit tricky. The authors write in their blog, so linking to other articles in their own blog is logical and usual. We should close an eye and let it through if it is not abused. This concrete article contains only the #1 link, which in my opinion is still under the "not abused" opinion.
