Hm... Are you sure it create folders in the place you are looking for them?
Maybe it just stores data somewhere?
Have you tried to monitor it with Sysinternals ProcMon?

Access right can be set for the folder. But in this case, if you are system administrator, you can always get access to that folder by changing the access rights.
Also, what happens when you close this program? Does the folder remains? Is it accessible? (please make sure the program is not running in Processes view of taskmanager)

Please see the access rights for that folder (by right-clicking and pressing Security).
1. Remove all users from it
2. Add 'Everyone'
3. Grant all access types for 'Everyone'.

He can copy the file containing the image. But he will not be able to know that it's image. It will be an unuseful binary file for the user.

But you can develop a format and save all your files in one large encrypted file.

Create a Directory using the System.IO.Directory.CreateDirectory method and then set the permissions to it as you wish. You can do that using System.Security.AccessControl.DirectorySecurity class.
