update-database after adding migration on package manager console of Visual studio 2022 brings the following error:

A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: SNI_PN11, error: 26 - Error Locating Server/Instance Specified)

My database is in SQL server management studio 18. And I have already created the database there. Now I want to connect it with Visual Studio. Here is my connection code on appsettings.json:

That connection string does look correct. Did this work before applying the migration package?
Try Server=.\sqlexpress;

Thanks for responding, @CHill60. But 'Try Server=.\sqlexpress;' brings an error 'invalid escape sequence "\s".

You have to escape the backslash, so in your config it would look like .\\sqlexpress. I.e. get rid of the (local) bit and replace it with a period .
I am trying to address the very first error reported that ends with "Error Locating Server/Instance Specified"
You didn't answer my question "Did this work before applying the migration package?" - Has this code ever worked?

.\\sqlexpress shows the same error.

About your question, the code runs without any error. The problem is with the database connection only.

OP has confirmed that they have never been able to connect to this database, so the addition of the package manager is not related.

The connection string being used to attempt to connect to the database is incorrect. See SQL Server connection strings - ConnectionStrings.com[^] (search for SQLExpress)

I would expect to see something similar to

"DevConnection": "Server =.\\sqlexpress; AttachDbFilename=C:\MyFolder\MyDataFile.mdf; Database=TiloshDesetDatabase; Trusted_Connection=True; MultipleActiveResultSets=True;"

(replacing C:\MyFolder\MyDataFile.mdf with your own filename)
