Effects on Images related to the eye problem diagnosis

Respected Sir,

I am developing a project in .NET to find the problems in eye with human perception, so i am stuck with giving effects to the images based on perceived criterion.
For ex:

Person is not able to see the corner of the images, so those pixels should get black,

if it is blurred then the whole image should get blurred.

Please help me

Solution 1

If you don't know anything about the problem space, why are you writing code to deal with it ? I assume this means there's an end user who is interested in using this code, you should approach them for the sort of images they want you to deal with.
